Employee Emergency Loan Program

Eligibility Criteria

  • Any employee who is placed on Position-Specific Furlough or who is working reduced hours in a Work-Share program can qualify for an emergency loan.
  • Employees on voluntary leave without pay, voluntary reduction of hours, or Campus-Wide, Intermittent Furlough are not eligible for an emergency loan.
  • Performance issues or past disciplinary actions do not disqualify employees from receiving an emergency loan.
  • Probationary periods do not disqualify employees from receiving emergency loans.

Application and Approval Process

  1. Employees request loans via webform or paper form.
  2. Employee identifies payment method (ACH/Paper check/Focus Card) within request
  3. Application is sent through the approval process approves/rejects application
  4. Applicant is notified of approval and payment is processed  of payment – within 48 hours of approval

Loan Eligibility and Terms

Who is eligible for an employee emergency loan?

  • Employees who are on Position-Specific Furlough or are working reduced hours in a Work-Share program can qualify for an emergency loan.

Can I get an emergency loan if I have recently become employed at UW–Madison?

You must have received either 2 paychecks if you are paid monthly, or 4 paychecks if you are paid biweekly, in order to qualify for an emergency loan.

What is the most I can take out for a loan?

  • For employees who are paid biweekly, the maximum amount of the loan is equal to your take home pay for two pay periods.
  • For employees who are paid monthly, the maximum amount of the loan is equal to your take home pay for one pay period.
  • The university will review your net pay over several pay periods to determine your maximum loan amount. Your net pay is your regular take home pay after all taxes and deductions are taken. Additional payments such as lump sums, overtime, or supplemental payments will not be included in the calculation of your net pay.

Will I pay interest on this loan?

No. This is a zero-interest loan.

What is the minimum loan amount?

The minimum loan amount is $100.

If I do not request the maximum amount when I apply for a loan, can I take out another loan later?

Yes. You can make additional loan requests until you have received your maximum amount, which is your tax home pay for two pay periods if you are paid biweekly, or your tax home pay for one pay period if you are paid monthly.

Can I pick up a paper copy of the loan application or promissory note?

Yes. You can make an appointment to pick up a paper application at 21 North Park Street. Please contact the 21 North Park Building Manager, Matt Hanson, at (608) 628-2019 or send an email to matthew.j.hanson@wisc.edu to confirm the documents you are picking up and schedule a time.

How do I drop off my application or promissory note?

You can drop off your loan application or signed promissory note at 21 North Park Street. Please contact the 21 North Park Building Manager, Matt Hanson, at (608) 628-2019 or send an email to matthew.j.hanson@wisc.edu to confirm the documents you are dropping off and schedule a time.

Will the university check my credit history before the loan is approved?

No. A credit check is not required.

Will this loan impact my credit score?

No. This loan will not impact your credit score.

Receiving the Loan Funds

Can I choose how I receive the loan funds?

Yes. When you apply for a loan, you will be asked how you prefer to receive the loan funds. You can ask to receive the funds as a direct deposit to your bank account, a paper check, or a deposit to an existing UW–Madison Focus card.

How long does it take to receive the loan funds?

After the loan is approved, employees will receive a truth-in-lending statement and promissory note which includes the approved loan amount. Once the promissory note is signed and returned to the Office of Human Resources, payment will be made.

  • If you requested a check, it will be issued and ready for pick-up at 21 North Park Street, or put in U.S. mail, three business days after receipt of the promissory note.
  • If you requested an online funds transfer, the funds will be deposited in employee bank accounts or on Focus payroll cards six business days after receipt of the promissory note.

Loan Repayment

How do I repay my loan?

Loan repayment may be via payroll deduction, check, credit or debit card, or ACH (online transfer of funds).

If I choose repayment via payroll deduction, how will the loan payments be deducted from my paychecks?

Payroll deductions for repayment begin with the first paycheck paid in January 2021 and will be spread over all 2021 pay periods. There will be 26 pay periods for employees who are paid biweekly, and 12 pay periods for employees who are paid monthly.

If I choose repayment via payroll deduction, what happens if I do not remain employed at UW–Madison throughout 2021?

If you leave UW–Madison employment before the loan is repaid, you can have the remaining balance owed deducted from your final paycheck, or you can continue to make regular payments directly to Business Services Cash Management.

Can I pay my loan off early?

Yes. Payments can be made before the loan repayment timeframe, and extra payments can be made during the repayment timeframe to pay the loan off early. Additional or early payments can be made via check, credit or debit card, or ACH.
